The etymology is unclear. Possibly it comes from a misspelt разлюбить (‘to stop loving’), but it cannot be a proper derivation of that. Another theory is that it evolved somehow from разбитое блюдо (‘broken dish’). The first instance of use seems to be by the character Ilya Koryakin in The Man from U.N.C.L.E.

This is not a Russian word at all (it is not formed according to the rules of the Russian language) and is not comprehensible to all Russian speakers. It is a meme used by a few individuals, mostly Russian emigrants, but it sounds strange to Russians. Any Russian who knows what it means has learned it from English sources.
