Roughly Phono-semantic compound (形聲): semantic  (movement) + phonetic  – moving after, pursuit.

Note that line between the two boxes is on the left side, rather than in the center (as in 宮, 呂). The same shape is found in , also as phonetic, and also in , though this latter is of semantic origin (as rooms).
