there are many more reference templates that are formatted like this template
as for quotation marks: disagreement => return to status quo ante which is from 24 January 2008‎ and is using them; editors supporting them include ISMETA, Ruakh and Kephir per Wiktionary:Beer parlour/2014/October discussion; I still oppose them
