Looting is an illegal act. If the action taken is not illegal then it is not looting.

That is not true. Looting is still looting in the absence of laws or a legal system, and may even be condoned by some laws if the victim is an enemy of the state. --EncycloPetey 01:52, 13 June 2008 (UTC)[reply]
