I would normally say: That's too bad
Maybe I've been mis-using the phrase if the latest definitions are precise, in effect having a double that's??

Another usage[edit]
What about this usage:
- A: Do you want a birthday kiss?
- B: No
- A: Too bad, i'm gonna give you one anyway.

Another usage[edit]
- C: Did you have a good time at the party?
- D: It wasn't too bad. I got a birthday kiss that I actually liked.
A lot of people say "too bad" when they mean "good". The person is evaluating how they feel about something and on the continuum of a scale from terrible through bad, and on up through not bad to good and then great, they evaluate the way they feel as "not bad". I think this is different from the "unfortunate" usage discussed above. This is my first time to edit wiktionary so feel free to do whatever you guys do with my opinion.
