Template:section link

This template inputs one parameter, containing an optional title, a number sign #, and a section name, and generates a link in which # is replaced by §. Replaces underscores with spaces and decodes percent-encoded characters in the displayed title and section name.
Implemented in Module:links/templates, which calls the section_link function in Module:links.
