For many languages there exists different (though related) ISO 639 codes. When there are duplicates we prefer ISO 639-1 codes (2-letter) over 639-3 codes (3-letters). For any first parameter, if it's a duplicate 639-3 code this template will output the corresponding 639-1 code, otherwise it will return the original parameter. This template can be used in other templates that accept language codes to "sanitize" the input.
