IPA symbol entries

See Category:Entries with level or structure problems. Your recent changes triggered Autoformat tags. Many Symbol/Letter entries have such structure problems. Some I know how to correct. For more complex entries I don't understand how they fit into WT:ELE.

I have done the structure cleanup for the simple IPA cases. Four remain. I can figure out courses of action to repair word and MWE entries (except in CJKV), but not for even slightly complicated Symbols and Letters.

Will get to them in a bit. Away from my main computer.
