First of all, {{rfv}} is for asking for evidence that a term is attested in actual use- which, by definition, is wrong for a proto-language. As for your question: the usage note was about the Proto-Germanic term, not about any non-Germanic cognates. If you're not satisfied with that answer, you could post your question on the talk page, or you could use a more appropriate template (I think {{rfv-etymology}} would be best- use the "+" in the box it generates to post a topic at the Etymology scriptorium).
