Of course there is passive for perfective verbs, as long as the base verb is transitive, e.g. "дом скоро построится". Yes, I know Russian and I am Russian. I don' know who you are, since you don't have a user page but a lot of attitude.
You should reply where the discussion started rather than posting on top of talk pages of people who ask you questions. {{ping}} people if you really want to draw their attention.
You can do a research first rather than jumping into obviously controversial edit-warring and risk a block.

Well, you're wrong. Every grammar guide tells you this, e.g.

the Russian викисловарь doesn't have these entries, neither are they found anywhere else.
