The quote comes from here. I would say it's a pun on Texas. The "Ted" of the book is Theodore Roosevelt, and it's all commentary on current events of the time (it was published in 1907), so I'm sure it would be obvious what this refers to if one knew enough about US history during the Teddy Roosevelt era.
