To set the german "bedeuten" cognate with the dutch "bedoelen" would be simply wrong! Yes, they mean the same, yet they're certainly not cognates.. "Bedeuten" (ger.) is of course cognate to "beduiten" (dut.). "Bedoelen", on the otherhand, may (certainly needs looking into!)be cognate to the english "tool".
