This appears in some slang dictionaries, meaning a fraudulent company or some such thing. I couldn't find much use in Google Books, but e.g. there's this:
- 2002, Australia. Parliament. House of Representatives, Parliamentary Debates (Hansard) (page 7469)
- It was an attempt to mislead my office and to seek our cooperation with what turned out to be, and what always was going to be, a bucket job. It is not journalism; it is paranoia.
