From Ottoman Turkish ادارهٔ عرفیه (idare-i örfiye), ezafe compound of إِدَارَة (ʔidāra, administration) + عُرْفِيّ (ʕurfiyy, unofficial) (meaning “military” in حُكْم عُرْفِيّ (ḥukm ʕurfiyy, martial law) – whence Turkish örfi ).
