The earliest trans-specific use I spotted on Google Groups was in a non-Usenet group, from 29 May 2008. General use for any bathroom legislation is older and examples on Google Groups continue through at least the 2000s (when I searched for examples related to Crohn's; there may be later examples related to other things).
