I am fairly certain that "citizenship" can also be used as a noun that simply means the collective citizenship of a certain city, or be used to indicate that someone is "of the citizenship (of a certain city)". I think you could even say "He/she is citizenship." Is this not so? It's not that regular, but I am fairly certain it's possible and correct anyway.
