Asimina Ralli, who the IP gave as a reference, is apparently a specialist in developmental language disorder, so I suspect it's either a misinterpretation or an idiosyncratic back-formation. —Al-Muqanna المقنع (talk) 23:46, 10 January 2023 (UTC)Reply
The awkwardness of the wording leads me to wonder if this is a mistake for "language development" by a non-native speaker. The use of "children's" in that sentence looks like something someone used to a more highly inflected language might do.
