Verner's Law?

How come *ḱó became *ga- if through Verner's law the first sillable is not voiced? Is that because of the stress?

Indeed, it's usually assumed to be unstressed in word initial position, as it was a clitic. There is also variant ham- with the regular reflex of Grimm's law in the Lex Salica (hammalus and hamedius), so this should probably be added to the article.
