Derived from a character in the "VIZ" adult comic. "Roger Irrelevant - He's Completely Hatstand !!!"
- I don't think it does mean insane: it means irrelevant, and has limited usage; only really by analogy to Viz. Roger Irrelevant keeps mentioning irrelevant things, so to say something is "completely hatstand!" is a bit like saying "what's that got to do with the price of fish?"
