From Proto-Indo-European *(s)ḱēwer- (north; north wind; cold wind; rain shower). Cognate with Russian се́вер (séver, (the) north, the Arctic).

Alternatively from Proto-Indo-European *(s)ḱew- (to stir up, excite); or from Proto-Indo-European *(s)ḱew- (sky, cloud).
