During the 1992 presidential election, Ramon Mitra Jr. (a candidate that lost to Fidel Ramos) was heading polls, some authorities raided the offices of the Batasang Pambansa and caught some people printing election materials for Mitra using the congressional printing press, so the expression came out when you catch someone either patintero, basketball, some criminal, cheating, exams financially, or anything really. And he was very bearded so the expression came out.
Also, jokes that spread revolving the incident appeared about Cory Aquino having an affair with Mitra or something, I even read that Enrile was there but the point I got is about Mitra was alleged to be linked to the issue.
