IMO, we do need to clarify the sense of "mod" here. Some video games have music in mod (tracker music module) format, and also music modules are often distributed in packs, such as musicdisks. So "modpack" might conceivably relate to custom game music packs (I'm recalling e.g. how one of the Grand Theft Auto games let you use your own MP3s as radio music).
