Used as internet slang among people who believe in the looping universe(s) theory. A failed universe (mathematically impossible to form; and it doesn't). A non-universe.
looping universes: Because the majority of people do not believe that every single universe is parallelizable (mathematically related and of the same universe series). And that doesn't affect the parallel universes (mathematically related).
