These digits are useful for making Mnemosyne flashcards when a card contains a mix of foreign characters and standard numerals. This is because Mnemosyne has an option to automatically enlarge "foreign" (ie nonstandard) characters.

So it makes the difference between 午後4時10分 and 午後410
