The definition is not quite correct. The word "will" needs to be replaced by the word "can". "Zugzwang" in itself is neutral. Sometimes one is forced to move because of time restraints (chess: playing against the clock), because of situational considerations, legal restraints etc.Sometime being forced to move can be an advantage and might result in the escape from a dire situation. German dictionaries present it as neutral.
