From верте́ть (vertétʹ, to turn, to twist) +‎ -о- (-o-) +‎ -лёт (-ljót), combining form of лете́ть (letétʹ, to fly).

Sources seem to converge on the coiner being Nikolay Kamov in the minutes of a meeting of the technical commission of the Central Council of OSOAVIAKHIM, dated February 8, 1929.[1][2]
