Description (originally added by Tjyang between 07:24 & 07:26 10 Mar 2005) moved from PMS to match preferred entry layout that detailed descriptions are put under the full phrase rather than the initialism.
(Particularly valid in this case since I have not found any cites of the initialism having this meaning, but there are plenty of cites for the full name.) --Enginear 12:41, 1 October 2006 (UTC)
