Tom o' Bedlam (plural Tom o' Bedlams or Toms o' Bedlam)

  1. (historical) A wandering mendicant discharged as incurable from Bethlehem Hospital, England.
  2. (archaic) Any wandering mendicant, either mad or pretending to be so.
