Borrowed from Persian اختیار (extiyâr, choice, authority), from Arabic اِخْتِيَار (iḵtiyār, choice; free will).

Cognate with Kazakh ықтияр (yqtiär), Uzbek ixtiyor (will; desire; intention), etc.
