Literally "What is the issue of the sabbatical year near Mount Sinai?", this is used in the commentary of Rashi (circa 1100) to Leviticus 25:1, which verse mentions Sinai as the place God told Moses the laws of the sabbatical year: Rashi wonders why the location is mentioned in the verse.
