From Proto-Turkic *topur (soil, earth) +‎ *-ak (diminutive suffix).

Compare Proto-Mongolic *toxurag (dust). (Can this(+) etymology be sourced?)

Also related to Karakhanid تُبُرْغانْ (topurğan). This in turn goes back to Proto-Turkic *topur-.
