@Canonicalization: No, I think this is the lemma. There's nothing idiomatic about "счита́ть себя́ пупо́м земли́", which can be rephrased as anything else - "он думает, что он пуп земли" but you can also say "он ведёт себя как пуп земли"; "ты что, пуп земли, что-ли?".

No, sorry, I'm not aware of a good idiomatic dictionary but you can start build a list by searching for known idioms in Google books in quotes. Online dictionaries come and go or start demanding annoying logons, so I sort of stopped saving them and look for them again when I need them and I use mostly bilingual. --Anatoli T. ^{(обсудить}/^вклад) 00:05, 9 November 2019 (UTC)
