The GEOnet database currently has "Qiaoleipan" as the pinyin-derived name for this township. I consider it likely that this is an error with the more likely correct Mandarin pronunciation "Qiaolepan" and therefore follow Alessandra Cappelletti (2020). Socio-Economic Development in Xinjiang Uyghur Autonomous Region Disparities and Power Struggle in China' North-West on this. Local people may have variant pronunciations as well.
