Hm, German Provisorische Revolutionsregierung der Republik Südvietnam and provisorische revolutionäre Regierung der Republik Südvietnam by the way. Sometimes it is used together with Regierung der Deutschen Demokratischen Republik, which also SOP, and Sowjetregierung, so apparently it is just the name of an institution of a state (which has been separately recognized by the GDR) – where it is otherwise just Regierung or the government of a state that interacts as a state’s organ, in the case of the Republic of South Vietnam one used an additional adjective to name the organ, but this does not take away from its SOPness, delete.
