- "Verb Phrase" is not one of our supported parts of speech. Verb and phrasal verb are acceptable. However, your definition "The state ..." is that of a noun. It is not clear from the language of the example sentences what the correct part of speech should actually be. Feel free to improve it or someone will probably delete it as nonsense.
