From Middle Ukrainian Черновьци (Černovʹcy). By surface analysis, Черн (Čern, a surname) +‎ -івці (-ivci) or черний (černyj) +‎ -івці (-ivci). Compare German Czernowitz, Russian Черновицы (Černovicy).
