Some CJKV characters can have more than one visual variation. There is the "default" shape which does not need any variation selector, but can still vary between different standardizations (PRC Chinese, Hong Kong Chinese, ROC Chinese, Japanese, (South) Korean, and Vietnamese). However, especially Japanese has different standards and to pick the right glyph, a variation selector from 17 onwards is used. There is also a small number of Korean variations, some variations for Macau standard, which is otherwise grouped with Hong Kong standard and some for PRC Chinese.
