    I don't think I've encountered this idiom before, and I do not think it is used in American legal English. However, a Google search reveals that it is in use, not just in UN or international law stuff but also other legal and parliamentary stuff, but mainly in Britishoid countries like Canada, India, etc., so perhaps it's a British expression.

    This is an *excellent* question. Another would be why does the SC royal family have Britishoid accents, while Olivia and Sam, clearly of the island's upper class, have American accents?
