This is not so much of a proverb (carrying some meaning by itself) than a locution that is employed when an (possibly metaphorical) attacker finds a defender to his/its measure.

The Larousse dictionnary (1976 edition) gives the following explanation : « Se dit quand celui qui attaque trouve un antagoniste capable de lui résister » (p. 834).
