The IPA versus the transliteration[edit]

I do notice the IPA use of [a] is contrast to the /ə/ used in the transliteration (for one of the forms). I have noticed that in several Pashto words so far and there may be a need of an expert for clarification when a Pashto word has /a/ versus /ə/. Could there be dialectal differences? Older sources are not often clear. An Etymological Vocabulary of Pashto by Morgenstierne clearly distinguishes between /a/ and /ə/, but the number of words in this source is limited.
