Questions:

  • Is this a proper noun or a common noun? It comes from "septic tank", which is a common noun, but it refers to a national, so it could well be a proper noun.
  • Is it derogatory?

Don't know about the first part, but it's meant to be derogatory i.e. septic tanks are full of shit. It isn't as common as it once was either, although a fantastic rhyming slang. — (unsigned)
