I looking for an explaination for the following statement: The person must provide a substanical and compelling reason for decision that was made.

It means that the person must give a good reason that has a powerful, irresistible, and convincing effect to justify the decision that was made. —Stephen 20:24, 23 August 2007 (UTC)[reply]
