From the TV-series "Time after Time", the main character says about another character; - "I would expect him to be a little less congratulatory". I would assume this meant to celebrate himself a little less. I've also read about a synonym to congratulatory to mean "flirting". Can we expand this article a little more from someone who knows?;)
