"to innovate a word or an act"

This example of usage is too terse to be useful, I say.

Does it involve introducing a brand-new word, or is it more like 'renovating' an existing word to give it a new meaning/usage? The definition doesn't help much to distinguish the intention either.

"Act" is a very broad term, highly ambiguous in the above example.
