Google book results searching for "neutral vowels" imply that this term has another or multiple meanings. In context of Hungarian in seems to relate to vowel harmony and be something else. In w:en:Vowel harmony#Hungarian it partly sounds like neutral vowel means central vowel (not front vowel or back vowel), but in one gb result there was "a. Back harmonic vowels u ú o ó a á (back vowels) | b. Front harmonic vowels ü Ü ö Ö [Ü Ö are small latters with another diacritic] (front rounded vowels) | c.
