The Royal We comes from Queen Victoria's use of it when referring not simply to herself in an aloof way, but to her and her consort Albert. It was an expression of love and effort to include him in the affairs of the nation that he adopted as his own. This is from Walter Arnstein's book, Queen Victoria.
