One might say that the Dutch "foam collar" versus the German "foam crown" reflects the different attitudes. In Germany, at least in traditional pubs, a glass of beer takes 5 to 10 minutes, because that's the time you need for the proper "foam crown" to form. On the other hand, the Dutch have those plastic instruments by means of which they brush off the foam. (Which in Germany is considered an utter barbarity... ;-)).
