Let's try to explain:

Germany and Austria: If unemployed benefit is paid to workers it is said that those workers are "Stempler". The term "stempeln" ("Stempler") dates back to recent years when workers weekly (or once a month) had to call the "Arbeitsamt" (employment office/labour bureau) in order to receive the benefit (they received the benefit in cash), and the clerk marked their credentials. 213.225.38.164 12:45, 15 December 2016 (UTC))Reply
