This template is to be used in substing templates, and should always be substituted with safesubst: (which has to be enclosed in includeonly tags). The first parameter is the parameter value, and is required. If it is not empty, a template parameter (with a pipe before it) is returned. If the second parameter is present, it is the parameter name.
