Sumerian 'nagar' 𒉄 is one of the many words that have 'remained' in the region near ancient Iraq. Since it resembles a Semitic root, it was easily absorbed into Semitic languages, and treated as if it were, in fact, a Semitic root. Compare the Western word 'film,' which also resembles a Semitic root, in this case, Arabic: فلم 'film,' which is able to derive from it a plural which is non-Western, but consistent with an Arabic root: أفلام ʾaflām. This deriviation has long been known among Assyriologists and Sumerologists.
